01 Focus SE Cooling System: What is this?

I could use some help identifying a hose/pipe on the cooling system

My 01 SE started stalling & overheating today. Turns out the car isn’t holding coolant because this hose/pipe became disconnected or lost its cap? if I try & put anything in it just dumps it right back out.

I’m not sure what this is suppose to connect to or if it’s a cap, not even sure what this part is?

This is my first project car & I don’t have much experience with engines outside of changing the oil. Any help for a newbie would greatly be appreciated
